Command Staff
 Carey Sullivan was appointed Chief of
Police on July 8, 2002. Chief Sullivan has been in law enforcement since
1979. His law enforcement career started in San Diego County. He was
promoted to sergeant in 1983 and to lieutenant in 1992. Chief Sullivan
moved to Northern California in 1994 and joined the Morgan Hill Police
Department as a police captain. During his career, Chief Sullivan has
worked in patrol, traffic enforcement, community services, and
investigations.
Chief Sullivan has been involved with numerous service clubs and served
on boards for community organizations such as the boys and girls clubs,
and in the communities Chief Sullivan has served he has been active in
organizations dedicated to reduce domestic violence incidents. In
addition, Chief Sullivan has chaired numerous committees and councils
working to improve neighborhood-police collaboration and the overall
delivery of police services
Chief Sullivan holds a Bachelor of Science Degree in Criminal Justice
Administration from San Diego State University and is a 1992 graduate of
the FBI National Academy in Quantico, Virginia.
Captain Dan Bellini has been with the
Woodland Police Department since 1985. He began his career assigned to the
Patrol division and subsequently was assigned the position of K-9 officer.
Dan was later assigned to YONET, a countywide task force responsible for
investigating mid to high range narcotic dealers in the Yolo County area.
As a Sergeant, Dan was responsible for supervising the Department's Gang
Task Force as well as the Department's Problem Oriented Policing Team (POP
team). Currently, Captain Bellini manages the Patrol Division.
Captain Bellini graduated with honors from the University of California
at Davis with a Bachelor of Science degree in Genetics. Additionally, he
received a Master's degree in Biological Science with a concentration in
Molecular Biology from California State University at Sacramento.

Lieutenant Wilts was hired by the Woodland
Police Department in December,1974. He worked as a patrol officer until
his promotion to sergeant in 1980. As a sergeant he worked as a field
supervisor, investigations supervisor and in an administrative capacity
for the Chief of Police. During this time he also assumed the
responsibility for defensive tactics and firearms training for the
Department.
In 1986 he was promoted to Lieutenant. His first assignment was to
establish the Administrative Services Division of the Police Department.
This Division includes Crime Prevention, Training, Youth Services, Crime
Analysis, as well as major internal affairs investigations and personnel
recruitment. Lieutenant Wilts has also served as Division Commander for
the Patrol Division and Special Operations Division.
In 1989 he was given the responsibility of developing the Department’s
first Special Weapons and Tactics (SWAT) Team. He also served as Project
Manager for the Department’s first computer automation project.
Lieutenant Wilts has a Bachelor's of Arts Degree in Administration of
Criminal Justice, from California State University Sacramento.

Lieutenant George Bierwirth joined the Woodland Police
Department as an officer on June 11, 1984. He was appointed to the
rank of Corporal in January of 1989 and promoted to Sergeant in
October of 1995. He is currently a Lieutenant in the Patrol
Division.
Lieutenant Bierwirth attended St. Mary’s College in Moraga, and
is a graduate of both the Sherman Block |
| Supervisory Leadership Institute, West Point
Leadership Program of the Los Angeles Police Department and the FBI
National Academy in Quantico, VA. He has served as the Field
Training Officer Supervisor and as Weaponless Defense Instructor,
and he is a veteran of the California National Guard, having served
from 1972-1978. |
Lieutenant David Ingman joined the Woodland
Police Department as a patrol officer on June 11, 1984. He was appointed
to the position of Corporal in December of 1989 and was promoted to the
rank of Sergeant in November of 1994. He has served in every division
within the Police Department and is currently a lieutenant in the
Investigations Division.
Lieutenant Ingman has a Bachelors Degree from California State
University in Sacramento and a Teaching Credential for Police Science. He
has also attended the Sherman Block Supervisory Leadership Institute
graduating in September of 2000. Lieutenant Ingman is a supervisor on the
Department’s SWAT Team and an instructor with the Department in a variety
of training areas. In 1984, while assigned as a patrol officer, he
received the Department’s Medal of Valor for Bravery.

Lieutenant Bob Carlson was born in Walnut Creek, CA, and
graduated from Concord High School. In 1976, he began his career in
law enforcement by joining the Concord Police Department as a Police
Cadet Officer. While with the department he attended the Contra
Costa County Regional Police Academy, graduating in December 1978.
In 1979 he joined the Winters Police Department. |
| Lieutenant Carlson was sworn in as a Police
Officer for the Woodland Police Department in May 1982. In 1985 he
was transferred to the Investigations Division, and two years later
he joined the Yolo County Narcotics Enforcement Team (YONET), where
he served until receiving a promotion to the rank of Corporal in
1989. As supervisor of the Department’s Task Force Team, he
initiated a 16-month undercover sting program that resulted in
numerous arrests for trafficking narcotics and stolen property. He
was promoted to the rank of Sergeant in January 1993, and has served
as a supervisor in Patrol, K-9 program, SWAT team, Investigations
and Traffic Divisions.
Lieutenant Carlson attended Diablo Valley Junior College majoring
in Criminal Justice. He is currently completing his education at
California State University Sacramento majoring in Education. He is
also a graduate of the Sherman Block Supervisory Leadership
Institute in July of 1998. He is currently a Lieutenant in the
Patrol Division. |
