Question: How long can a car be parked on a City of Woodland residential street before it has to be moved? Answer: 72 hours.
Question: Is there an ordinance that covers abandoned vehicles? Answer: Yes. The Police Department has an abandoned vehicle abatement program staffed primarily by a volunteer. Vehicles may be considered abandoned if they have been parked on a city street for more than 72 hours without being moved. If you suspect a vehicle is abandoned please call the non emergency dispatch number, 530-666-2411 and advise them of the location of the vehicle and a description of the vehicle including license plate number.
Question: How long can travel trailers and motor homes be parked on a city street in Woodland? Answer: 24 hours.
Question: What is the fine for illegally parking in a handicap parking stall in Woodland? Answer: $275.00
TICKETS
Question: Where can I pay a parking ticket fine? Answer: Parking ticket fines can be mailed or paid directly at the Finance Department payment window in City Hall at 300 First Street, or at the Police Department at 1000 Lincoln Avenue.
Question: Is there a process to contest a parking ticket? Answer: You may obtain a Request for Parking Citation Review form from the front office of the Police Department. The form must be filled out completely and returned to the Police Department with a photocopy of the citation within 21 days of the citation date. You will be notified by mail if your request has been accepted or denied.
ALARM PERMITS
Question: Do I need a permit for a burglary/robbery alarm installed in my home or business. Answer: Yes, Woodland has an alarm ordinance that requires every home or business with an alarm system to obtain a permit. Permits cost $66.00 for new/first time permits. Alarm permit renewal fee is $44.00 per year or $125.00 for three years. The ordinance is designed to reduce false alarms. An additional $93.00 fee is charged per false alarm in excess of 2 false alarms per 30 days, 3 false alarms per 90 days or more than 5 false alarms per 180 days. OFFICE HOURS
Question: What are the Police Department's Business Office hours? Answer: The Business Office is open Monday through Friday, 7:00 a.m. to 7:00 p.m. and Saturday from 8:00 a.m. to 5:00 p.m. The office is closed on Sundays and most holidays.
NOISE VIOLATIONS
Question: What is considered a noise violation? Answer: A noise violation is considered to be any loud, unnecessary or unusual noise, which annoys, disturbs, injures, or endangers the comfort, repose, health, peace or safety of others.
Question: When am I required to obtain a permit for sound? Answer: A permit is required for the broadcast of a radio, phonograph or similar instrument, using voice or sound amplifiers, either into a public thourofare from a fixed location or a moving vehicle, or in connection with any public celebration, public function on a public holiday, or in connection with the broadcast of events of interest to the general public.
Question: How can I obtain a sound permit? Answer: A Sound Amplification Permit Application is available at the front office of the Police Department at 1000 Lincoln Avenue. The department will review the application. A fee of $25.00 is due upon approval of the application.
CURFEW ORDINANCE
Question: Does Woodland have a Curfew Ordinance? Answer: Yes, city ordinance Section 15.23 reads as follows: It shall be unlawful for any minor under the age of eighteen years to loiter, idle, wander, stroll or play on or upon the public streets, highways, roads, alleys, parks, playgrounds or other public grounds, public places and public buildings, places of amusement and eating places, vacant lots or other unsupervised places between the hours of 10:00 p.m., or 11:00 p.m. daylight savings time and sunrise immediately following; provided, however, that the provisions of this section do not apply when the minor is accompanied by his or her parents, guardian or other adult person having the care and custody of the minor, or when the minor is upon an emergency errand directed by his or her parent or guardian or other adult person having the care and custody of the minor or when the minor is returning directly home from a meeting, entertainment, recreational or occupational activity or dance.
ANIMAL CONTROL
Question: Who do I contact to pick up a stray animal? Answer: The County of Yolo handles all animal control for the City of Woodland and the surrounding areas. You can contact Animal Control at 530-668-5287.
GRAFFITI
Question: What is considered graffiti? Answer: Graffiti is defined as the unauthorized spraying of paint or marking or ink, chalk, dye or other similar substances on public and private buildings, structures and places where it is visible to the public (City Ordinance 1181).
Question: Where do I report graffiti? Answer: If you see the application of graffiti in progress, please call 9-1-1. If you see graffiti already applied, please contact the Police Dispatch at 530-666-2411.
MISCELLANEOUS
Question: How can I request police reports? Answer: Traffic or crime reports are available from the Police Department per the terms of the California Public Records Act and California Government Code Section 6254f at the front counter during regular business hours for $0.15 (15 cents) per page. Photo ID is required.
Question: When are child safety seats required? Answer: While in a vehicle, a child must ride in a child safety seat until he/she reaches six (6) years of age and weighs sixty (60) pounds.
Question: When are bike helmets required? Answer: Bike helmets are required for individuals under 18 years of age. This requirement is not only for bicycles, but for non-motorized scooters, skateboards and in-line skates, and also applies to passengers. For additional information see the DMV Vehicle Code.
Question: Does Woodland have an ordinance pertaining to door to door solicitation? Answer: Yes, solicitors are required to avoid homes and businesses where "No Soliciting" signs are posted and clearly visible from all entrances onto the property. An individual is in violation of the ordinance if they choose to knock at a door where such signs are posted. Religious and political organizations are exempt from this ordinance. Solicitors are required to carry and be prepared to show a business license issued by the City. Violations of the ordinance can be reported to the police department by calling the non- emergency dispatch number at 530-666-2411.
Question: Are you required to license your bicycle in Woodland? Answer: Yes, bicycle licenses are required. A license can be obtained by bringing your bicycle to the front office of the police department during business hours. The serial number of the bicycle will be documented and a license will be issued. The fee for bicycle licenses is $12.00 cash, exact change, no checks. The license is valid for two years. Question: Is there a number other then 9-1-1 that I should call if I require a police officer's assistance in a non-emergency situation? Answer: Yes, 9-1-1 should only be used in life threatening situations or emergencies.
